Horizon 2

1. Recommencement

Project recommences in the VPA's 10‑year greenfields plan (2025/26–2028/29).

Stage 1

2. Enabling works

Trunk infrastructure, roads and services to first release areas.

Stage 2

3. First homes

Initial land releases and house & land packages come to market.

Stage 3

4. Town centre & schools

Retail core opens and first school campus is delivered.

Stage 4

5. Maturing community

Ongoing releases, community facilities and green‑spine completion.

IN PLANNING — technical studies and community co-design complete (2019–2022); project paused October 2024; recommencing in Horizon 2 of the 10-year greenfields plan (2025/26–2028/29).
